How do you place those zoning nodes? Do they randomly spawn or do you need to manually place them? Is the simcity mod still in a developmental stage?
Inventory -> (button) MTCities : On the right side you have NewLot, choose the dimensions (make sure you or an m1/m2 is at the center of said lot) - then press one of the four buttons depending on which lot type you want :-) (* there are no industrial blueprints, so nothing will spawn for that type of lot yet; ** nothing will spawn if the lot is too small for any of the blueprints).
Its mostly finished, could use some more polish in the way of extra blueprints, though i have a pretty limited set of small~mid sized buildings :/ But then, you can save your own buildings for re-spawning (left side, fill in name + one/four buttons to assign lot type) Otherwise the only thing missing is some basic blueprints info/stats (like avg size and #)
You could easily rig npc's to call the lot function to spawn buildings. As for having them walk around, i assume you just have to spawn those too or use an autospawner of some sort, though thats not really mtcities' department, its more geared towards creating or expanding cities on the fly.
riventest has been phased out, with the relevant bits moved to other mods (hdb, default). There wasnt that much left to be honest. As for pipeworks, my version is still wip. :-)
What kind of format do you use for the buildings? Can the city-mod be downloaded somewhere? Some of the ideas (rotating buildings, replacing blocktypes) sound very promising. I'd like to have buildings populated by npc. Sapiers traders are already quite far. And the peaceful_npc are good as pedestrians and for having some inhabitants run around randomly.
Some of the nodes from your riventest mod are missing here. You might want to add those so that this mod can replace that mod without there being any unknown blocks left behind.
VanessaE has made improvements to her version of pipeworks that might be useful in yours. You should check them out when you get the chance.
