I cant find seaons anywhere so im just gonna set some default values for now. i can always exchange those for arrays later on anyways

it could be like urban blight & pollution & recycling. it would happen around places with  non natural nodes (around and on cobble and wood, and not around trees in the middle of the forest) ~ and it could conceivably happen faster to/around nodes that are easier to come by ("cheaper" in terms of materials/crafting complexity)

yeah i suppose the amount of decay could be determined by what season were in, though is it still being developed/maintained?

Using the seasons mod as a base,  it would be doable. :-) I'd use it myself...

graffitis, random trash, yellowing grass, cracked/fading/broken glass & wood, all randomly appearing (though still very rare and infrequently)...sound appealing? another touch of realism and a way to vary the decor when youre building on a large scale and dont have the time to :-)
