I noticed in one of the builds there were 3 player textures: player, moderator, and administrator. No idea how if it works though.
Neither do I. But I made a mod. Just look at other mods and read them and see how it works. That's what I did.
I would do this myself, but I have no LUA experience.

I'm not talking about clans, I'm talking about how to find out who's a moderator or admin of the server
In unofficial engine development jachoo added clans that work kind of as you describe with admins and privs. An experienced modder should help with the colors.
