all artificial lights have limited range, you can only place more of them. like on the walls, inside the floor or in pillars and furniture.

the default wieldhand only takes effect when you are empty handed or the wielded item has no functions.
but maybe you can define your item as a tool, with the same power as the hand, and set the other function to activate with a right-click.

The mapgen settings I've seen are in world.conf but that doesn't include decoration settings (at least that I've seen). Since now I know the term (decoration) I can probably find what I need in Ethereal every game needs a mapgen mod. it contains a 'mapgen. lua' file with biome definitions and decor...

the 'fast' privilege only auto-activates for flying. to walk fast, you have to hold the "use" key, which is E by default.
