Users with no build priv should not be able to drop objects in creativ

Some griefers are dropping a lot of objects on our server :

It is very annoying and time consuming so there should be a way to prevent that.

Hello, I am running a server on one of my computers. Here is the address : 195.132.199.114 :30000 (or strasweb.no-ip.org ) It runs on an old P4 with Windows XP so it might be a bit slow.
