register_biome will work, but the only thing it's designed to do is add biome data to a table. The mapgen then uses that data to place decorations. If you've got everything working except for smoothing the terrain, why not just use the Gimp to expand the source map to the right size, with an appropriate interpolation?

You could either write a mod to store metadata in every block as it's placed by the mapgen, or override the block place functions to similarly mark every block someone moves or places. Is this always true? When I enable local map saves, this overgeneration phenomenon seems to occur everywhere (regardless of whether any adjacent map chunks were not-generated.
