Not sure if this specific functionality exists, but you could fake it with an on_dignode function that checks the wear of the tool and does your thing (along with destroying the tool) when the wear level is below a threshold.

Are ents supposed to turn hostile when you start fighting with another hostile mob, like orcs? It seems weird that they would side with the orcs instead of me. (Yes, I'm playing a dwarf and I cut down a few trees, but I usually replant them. I'm certainly more nature-friendly than most orcs. :) )

I think the WorldEdit mod has the option to regenerate a section of the map, if you absolutely don't care about wiping out player changes. Not sure if it takes new worldgen parameters into account, but it's worth a try. :)
