It's as simple as download the mod then extract it and rename for example "mobs_framework-master" rename it to "mobs_framework" without the quotes " ". Then all you have to do is open your minetest main folder look for the mods folder, open it and paste the renamed mobs...

With the latest dev build this mod is crashing minetest to desktop. Im using xeranus's weather mod and when it begins to strike lightening, the program will crash.
