I think it's a good idea to keep a public log of bad players isps with a description of what the admin believes to be bad.
The only way to see their true identity would be a illegal port scan for 30000 udp or whatever of that last 1-3 digits of the ip.

Since you have someone willing to help maintain a server, I'd look into renting the cheapest VPS that will handel what you need. Tell Walker what mods/number of players you want and he should be able to figure how big ( memory/cpu) you need.

I can't stress this enough: You don't need to set your IP in minetest.conf for server announcing, it will only bring trouble . server_announce = true alone should be enough to have your server appear on the list.
