My ISP fixed their network and the server has been online for about a week, however there are still frequent connection issues. Everything is running normally again, hopefully the ISP solves the remaining issues before Christmas time.

I am getting an average of 154 ms of ping latency to the server list from a coaxial cable connection. I have always considered the server list to be quite slow on network performance, usually when my server has high network load it is enough to make it timeout and disappear from the server list.

End of year update: mods were updated to their latest versions and many bugs fixed in the process. Also the server will be running on a VPS until January 24 2022 so there will be very little lag, enjoy and happy new year everyone!

There is database backend called dummy which does just what you just said, it stores the world only in memory, but I should test your suggestion.
