I believe this is just an oddity (or maybe even bug?) of the Minetest terrain generator. I believe this happens because you generated this part in a snowy biome. Probably an unlucky spawn. Minetest by default spawns you as close to (0,0) as it reasonably can (with some randomness involved). Is Mordor at (0,0)? Then that may be the reason.
