A "cooldown" would be simple to implement, if that helps your issues...

Mod discontinued!

Replaced by the "epic" mod: viewtopic.php?f=9&t=23558

The way the "missions" mod stores the mission-steps did not really scale over greater quests, the "epic" mod should be able to cope with that...
