A Creative Sky World for Class?

How can I generate a world where each player is given a flat slab of land (maybe 10 deep - 100x100) separated by air (maybe 15-20 nodes of air?) that players can use 'creative' to build homes to later be pasted via Worldedit into a server map? I don't want to use this for anything more than a massive creative server that my students can create homes in to learn HOW to build that can then be incorporated in the very detailed town map. I know there is a sky game, but that is a much different game concept I think.
everything can be a learning experience...

there is also the skyplatform mod that could be adjusted

Create a mod that uses the 'singlenode' core mapgen (completely air by default) and places the platforms using a lua voxelmanip runing in an 'on_generated' function. See lua mapgens for examples.
