Who is it?
Debian backports is a part of the debian archive where maintainers upload newer packages, recompiled with the stable/lts distros. So, after the bullseye release, there will be a new repository to add to your sources.list and minetest probably will land there.
In the meantime, the development team setup a PPA that also works on Debian, you just need to add an older Ubuntu distro as the sources.list entry. Use this with caution, but since the PPA has only the minestest-5.4.0 package, it is safe and won't break your Debian install:

For Debian stable, I suggest you go with Bionic. It should work with the stable package versions. If it breaks, you can just remove and reinstall from stable or from source. To build from source, just follow the instructions on README, in the "compiling" section. One handy trick is to install all dependencies with
