Yes, this is how it works. First you declare a new world in the main menu and before opening it you modify the map_meta.txt.

The demerit of this modification is quite common occurrence of sometimes quite huge floating rocky bubbles. The quality of terrain depends on the part of the world and the seed.

Minetest world generated from real geographical data, with my new mod Geo Mapgen.
1 node = 2 km horizontally and 200 m vertically. Land cover is respected too.
