You'll need to register first, then you can be added to auto-voice. Join the channel after registering and PM an operator if they don't see you

In -dev, you don't need voice to talk, but webchat won't work. You should look at getting an IRC client.

(Only developers have voice in -dev. It's used to identify them.)

How??? But if simple user suggests any ideas/requests or wants to contribute in Minetest? I think it should be allowed to other people.

Just install HexChat and maybe read http://www.irchelp.org/.

Then join #minetest-dev on the server irc.freenode.net. Then you're ready to go.
HexChat is one of many IRC clients and 1,000,000 better than any crappy webchat could ever be. :-)

Kiwi IRC is pretty sweet, freenode's webchat is trash.

Webchat is great for people who don't want to commit to installing a dedicated client on their computer. If you don't mind it, you should definitely get a dedicated client.

Hexchat. XChat is unmaintained. The latest versions of XChat are also proprietary and copyright violations of itself.
