One option is not enough. The major fun is modding - but that lives through playing the game from time to time. At least for me.

"Modding" and "Making a game" kind of overlap; you typically make a mod because you think it would be good in your game (even if it's just MTG) and if you're making a game you typically have to make mods (or at the very least do some edits on the available ones).
