We for sure don't know when will the next update happen, not even the developers know. But when it happens I'm sure everybody will be full of joy and laughter.

If you want to play newer versions than the ones being offered in the minetest.net page though they are not stable nor officially released yet, you can find them for Windows here.

It's a change that adds an additional key which allows you to switch to a fly mode where you do not need to hold sneak or space to change height.

No need for '@' symbols here, it wont ping someone like elsewhere.

Also note that the latest dev versions are unstable and you will be unable to connect to most servers and/or use most mods.

You need open the gitlab webpage and click on number in the "Pipeline" column if it is tagged as "passed" (it can looks like that: "#38664465"). A new page will open, where you need to find your system in the "Packages" column and click on that link. Another new page will open, and there you need to find "download" button. Folder is called "artifacts.zip", do not be afraid of that name.

BTW. Is the ubuntu version from gitlab.com bad that there is launchpad.net repo?

You should use the PPA system to run a development build, and not gitlab. This is because the PPA is build in a similar way to the release builds on apt, and it also allows auto-updating
