In minetest_game? No. But there's also no way to get wool in minetest_game. Why are wool and dye even in minetest_game, when they can't be used?

However, if you use a custom game, technic adds a way to get dyes by grinding flowers. Current technic is incompatible with stable Minetest though, so if you are using stable Minetest, you'll need to swap out rubber.lua for an older version.

Papyrus is way to hard to get ahold of, and wool is often used for large projects.

You can strip down technic to what you need (i.e. only the wool colors). Or you can try Jordachs old wool and panes mod.
A list of my mods can be found here.
