This question is about two things:
Firstly, I want to ask what is the best way to apply a texture pack (VanessaE's HDX) to my server. Is the only way to copy each mod's textures over the originals, or can I dump them all in a directory and have the server serve them instead? Copying each file into the mod folders would be time consuming especially because some of VanessaE's textures are JPEGs and the originals are PNGs.
Secondly, what are your opinions on servers using non default textures? I would stick to 16x16 textures so everyone can play ok but will it irritate people who don't like that specific pack?
(This might be better in the textures section, but I wasn't sure if that was just for actual packs and not questions related to them)

You could make a mod with an empty init.lua and put all textures into its textures folder. then add every supported mod to depends.txt

If you use 0.4.7 stable then place the textures in textures/all/ (same as client).
With the new texture pack selection you have to place them in textures/server/
