Gimp, Paint.Net, Photoshop

all this are used to create textures from scratch. All you need to do is find or decide on the cartoon style, texture size(16, 32, 64, 128, etc), and finally start working.

It also helps if you have a list of all texture names you will need: default_grass_side, heart_heart, etc

thats usually how it works...the crappy ones are free because...well...there crappy :p
the good ones cost because they are good

move the scale down all the way with a pencil and it will do one pixel at a time.
