Please turn on shaders and bumpmapping in config:
enable_shaders = true
enable_bumpmapping = true
Also enabling filtering is highly recommended.

Yeah, normally they don't need to be the same resolution (diffuse texture and normal texture). Still, even just scaled normal maps would likely not be accepted by default.
