Some of the items in the HomeDecor modpack by VanessaE may be of use to you.

There are also mods for arches, stained glass, etc.

Why do they have to be for an old version?

0.4.13 is over two years old. I don't see any reason to not download/update it.
It will be quite hard to find mods that are still working with that version. You'd have to reset the git history of each to the point where they still support it. Despite the loss of bugfixes, you spend way too much time on that until it (hopefully) works.
If you have installation or update problems, you can get help quite fast (once the discussion began) on IRC.

A probable reason we see people using MT 0.4.13 and asking questions regarding mod use for it may be due to the OS of choice. For anyone using Ubuntu Xenial - 16.4 (LTS) and its derivatives, such as the LinuxMint 18 series, the Minetest package found in the official repositories is a repack of MT 0.4.13. To get a newer version of Minetest they would need to compile themselves or install from a launchpad PPA.

Some of them won't have the knowledge of how or confidence to compile a newer version. Others may not have the option of installing packages from outside of the official repository. If they do not have the choice, or they elect not to for 'security' reasons, they are stuck at 0.4.13. In my opinion it would be a false since of safety gained by avoiding PPAs if they are willing to install mods they download.

If they are the user of the computer, but not the owner, they may be prevented from installing packages that are not in the official repositories. Non-admin users and guest accounts of a Windows system may fall into this catagory. Linux systems can definitely have users of this nature. As far as that goes, they may not be able to install anything without specific permission regarding each package, even if from the official repository. Such a user may be able to get around this regarding "installing" mods since they are not stand-alone programs.

Parents and school systems could well set up a computer to limit what the user can do.
