So I got to thinking and I can't seem to find any information to answer my question and I don't know enough about c++ to make sense of the source code, I got to thinking about the possibility of a player "stealing" mods from a server.
Let's say a server creates a custom mod and doesn't release it so that their server has an edge. Is it even remotely possible for a player to connect to the server and effectively download the mod from the server, aka steal it?
I'm aware of an ability to download worlds from a server, but the player has to basically go everywhere they want to download and I'm not entirely sure how useful this would be.
Can hackclients "steal" mods from a server?

No, clients are only sent media and the world. They are not sent server-side mod code
