When I run minetest in fullscreen with 1920x1200 I get no problems.
But as soon as I run it in window mode.
Especially a problem for the Dreambuilder hotbar expander mod.
Because of that the menu entries are not fully readable and at some specific size each hotbar slots get split vertically into two (only the appearance but it looks awful).

Unfortunately this is the current state of HUD scaling and hotbar changing.
The problem with the hotbar is that there is only one background image that’s scaled to match the amount of slots. So when you change the amount of slots the background image gets distorted. You need to change it to an image that matches the slots. You also cannot do anything about the hotbar splitting.
You can scale the HUD (hud_scaling = 1.0) and the GUI (gui_scaling = 1.0) and change the font size (font_size = 16), but whatever you try you cannot get a consistent and good looking interface. Been there, done that, accepted that it’s broken.
