server issues

Okay first I'd like to start out with my server name is my ip when I thought i set it to "Rick2's Server" in the minetest conf. file. Also, I need to know how to keep it up when I exit the server. I want it to be 24/7.

Which OS are you using to host the server?

If it helps my conf file is:

server_address = 12.228.90.47
port = 30000
server_announce = true
server_name = Rick2's Faction Server
server_description = Test server, join me
server_dedicated = true
disallow_empty_password = true
enable_pvp = true
default_privs = interact,shout,fast
max_users = 10
static_spawnpoint = 0, 10, 0
give_initial_stuff = true

How exactly do you start your server?

side note: You should consider using a different OS for hosting your server.

I open my minetest game (4.8 btw) and I go to "Server" tab and check "Enable Damage, and Public" then log in

Have you followed the instructions in the "illustrated Server Creation Guide?" rubenwardy has a post I think you will find very relevant to this issue.
