Requesting anybody with a compiler and a pair of hands to please check this out and tell me if it breaks.
This PR improves the responsiveness of actions on a remote server and reduces the impact of lag spikes, but it requires testing to see if it's stable. With it, servers will need less upstream bandwidth per player to deliver smooth gameplay, and might be able to handle more players without breaking.
You can run it on a server without requiring the clients to upgrade, but a client running this PR is necessary to get the full benefit of the change, and to fully test it. The more people test it, the sooner we can roll this in.
