[Mod] Important PM's [imsg]

This mod adds a command and privilege. It adds an important private message command that requires players to have the "imsg" privilege in order to use. This may be useful for moderators speaking to administrators about more important topics. This mod was primarily made for the Mystical Realms server but I guess it can be useful for other servers as well. If this mod is popular I will try to add color to the important message, making it stand out.

I am sorry github shut down my account for no apparent reason, and don't even ask me to get a gitlab account. Please. Also, people seem to put a license into their mod but I don't know how to get one. Helps

You need to use a valid email if you don't want it shut down.
What license do you want? (I'll let sofar explain how to add one. He knows a lot more about licensing than I do)
