I first noticed it with mesecons button but I checked, if I disable everything and use the default torch, for example, it still happens...
depending on angle it might be a very slight effect, or a bit more noticeable...
I just wanted to mention it, other than the buttonpresses it won't probably be noticeable in a normal gameplay, since how often do you change the lighting?
after slightly more effort:
it is very probably one of the shader "mappings" as when I turned those down it dissappeared...
I know it might not technically be a bug, but it's still annoying...

Can you post a picture? By the sound of it, you probably just have parallax occlusion enabled.
