/add_owner is to define sub-land to a land ..

So your request is fuzzy..
Do you want to allow a player to interact on an existing land ?
Does peany = LoneWolf and peany would like to protection around his home ?

yes i want to allow "her" to interact, she wants to build a home there.

Ok so if you want to allow peany to interact in whole or in part of your land you've to do the action by yourself

/add_owner peany -962,-20,-48 -943,20,-25

so you will notice 4 things
1) no number with dot ( -962 instead of -962.1)
2) no parentheses, just commas and one space between coordinates
3) be sure that coordinates are inside your land ..
4) peany have to be online with you

You can check what you did by executing

list_areas will show your land and sub land that are protected ... with a number in front
this number allows you to remove a sub land ...

as example
