The options are:
1. Wool Weaver
{leaves, papyrus, leaves}

The idea is to use papyrus and leaves as materials and the stick is the weaver tool. Also the papyrus can be switched out with dry shrubs for half the wool.
papyrus=16 wool

This is mainly to use leaves.

Some version of farming should be in vanilla. A lot smaller than Adams, but a least with wheat and cotton. Regarding Nr. 1: Papyrus is far too expensive on servers that do not have growing papyrus. If the receipe where to produce a node like the furnance which then could turn other things (leaves or whatever) into wool it would be ok. But that might be beyond the scope of "wool in vanilla"? Might still make an intresting mod. Working with machines instead of just putting everything on the crafting grid or pulling out of creative might be fun.
Nr. 2 might conflict with receipes of some mods. But at least it's simple. If you just want anything plain simple, take that. Or the sand+coal receipe found on some servers. Both are stupid receipes but get the job done.
Or take the cotton plant from flowers/plantlife and let that spawn like papyrus. However, like papyrus, without growing it would be a too rare ressource. Farming with its cotton could solve that :-)
I think it's best to take a simple receipe like the four leaves or sand+coal and add a big note to vanilla saying that it is quite pointless to play that and that there are mods out there which turn the game into something much more intresting.

I like to craft it from the cotton plants in the plantlife mod. I adjust the mod to spawn more cotton plants, make a plant drop 4 cotton balls, and craft 4 balls into 1 white wool node.

I think wool should be crafted by placing 4 papyrus like this:
