[Mod] Future ban [future_ban] - ability to ban offline players

Ban which works even when player is offline, and when he trying to connect, server is adding his IP to banlist.

/future_ban - to list future ban
/future_ban <player> - to add player to future list

Just a small post to remind that this mod is not dead; it's still useful when other methods to remove an unruly user fail. Just made a minor tweak today to keep it up-to-date (I use it in my game along with xban2).

Someone mentioned to me the other day that this mod wasn't working any more, and so I forked and renovated it a bit:

Added a few workflow improvements while I was at it, there are now console commands to see the list of future-banned players and remove players from the list before they get banned.
