[Mod] Happy Weather API [0.1]

Minetest utility mod to help manage weather.

Mod itself does not do much as 'heavy-lifting' is leaved to weather implementations.

Main features:
* Ability to define weather effect area
* Ability to combine multiple weathers at once

Mod dependencies: <none>

Tested on: Minetest 0.4.15

There are sample/demo implementation of api happy_weather (no auto weather start yet, currently samples can be invoked only from chat commands).

This mod changes the color of the sky as does wheather_pack or change the time to darken the environment. Changing the time would be ideal for monsters spawning

This API is acts as glue/bridge between weather implementations and mods who whant hook additional functionality for certain weather. It isn't too hard to create weather which would change time. Technically you could do anything what is possible with minetest lua api and register it as 'weaher'.
